Background
|
| In
lieu of the recent upgration of Municipal Corporation of Hyderabad
(MCH) to Greater Hyderabad Municipal Corporation (GHMC) by
merging surrounding 12 municipalities, GHMC would like to
transform Greater Hyderabad into Greener Hyderabad. It intends
to implement the programme in the entire GHMC jurisdiction.
To this effect, GHMC has initiated four to five lakh avenue
plantation. It is also undertaking the upgradation of the
existing city level parks, colony parks, theme parks besides
developing new parks including traffic islands and central
medians. GHMC proposes strengthen the public participation
by providing the key stakeholders of the city – the
people, the corporates, the businessmen, etc. an opportunity
to partnering with GHMC in development and maintenance of
parks. |

| Concept
Development |
| ‘Fund Your Park’ is
an innovative partnership programme initiated by GHMC aiming
at sustained maintenance of Parks, Central Medians, Traffic
Islands and other Green Cover through enhanced Public Private
Partnerships (PPP). City level Parks, Colony Parks, Theme
Parks, Central Medians and Traffic Islands for Redevelopment,
Refurbishment, and improved maintenance under this programme
are identified by GHMC. GHMC’s empanelled landscape
architects/ designers are providing the conceptual and the
detailed design with estimates for development and maintenance
of the identified Parks. These would then be floated inviting
sponsors to fund for the development and maintenance of parks.
The selected sponsors shall be given the advertisement rights
as per the terms and conditions proposed by GHMC. |

Following is the list of parks identified
for development and maintenance. • Refurbishment
of City Level Parks
• Development of colony level parks
• Development of theme parks
• Central medians and traffic islands

| Design
development |
The proposed design for the development
of parks will be done by the GHMC empanelled landscape architects/
designers. Few of the proposals for development include:
• Flower beds
• Lotus ponds
• Fish ponds
• Duck ponds
• Museums exhibiting various species
• Theme corners
• Nature blended children play environment
• Others Refurbishment of City Level Parks
GHMC intends to refurbish the major 10 city level parks
with new attractions that would enhance the ambience, aesthetics
and improves the outlook of the park. The proposed refurbishment
is aimed at improved and sustained maintenance of these
city level parks. The design development shall include improvement
of children play areas with interactive and conventional
play tools like wooden maize, foot tiles with alphabets,
etc. museum corners and theme developments exhibiting various
species, etc. are part of the proposed developments.
Development of Colony Level Parks, Theme Parks and Open
Spaces
There are around 250 plus colony parks and 2200 open spaces
in GHMC limits. Most of these parks require developments,
refurbishments with security arrangements. Some of them
have either been encroached or have become the centers for
anti social activities. On the other hand, people especially
the children and the old aged in many colonies have to travel
long distances for leisure and recreation. Hence, GHMC has
prioritised the rejuvenation of the colony parks along with
the development of new open spaces within GHMC limits. To
this effect GHMC has already iniated design development
of the selected colony and theme parks in the first phase
for further development and maintenance.

| Advertisement
Design and Display |
| Advertisement specifications, design
at all locations within the proposed development of a Park
shall be part of the design development. The advertisements
shall be in synchronization with the concept/ theme of the
park/ sub unit of the park. The landscape designers shall
specify the size, shape, material, ground clear height, colours,
etc. for each of the advertisement hoardings proposed in different
locations and shall be in harmony with its surroundings.
The advertisement rights to the selected sponsors shall
be initially for a period ranging from one to three years
as per the terms and conditions subject to the payment of
specified amount towards the development and annual maintenance
costs of the park/s allotted. However, GHMC’s decision
shall be final for the termination and renewal of contract
at any point of time. GHMC deserves all rights to revise
the annual maintenance costs of the allotted parks from
time to time.
The size, shape, height, material, illumination and other
specifications viz. font, colour, finisings, etc. including
the number of advertisement signage in each park, central
median, traffic island, etc. shall be given by GHMC. These
would be as suggested by the empanelled landscape architects/
designers and/ or as finalized by GHMC. The advertisement
and hoarding design and specifications shall be in synchronization
with the theme of the Unit/ Park and shall be harmonious
with the theme/ activity. The content (text, figures, logos,
etc.) to provided by sponsors to GHMC shall be displayed
on the signage. In any case, one advertisement per 100 sft-developed
area will be allowed.

| Categorisation
of Parks |
Based on the proposed landscape
design for further development and the corresponding maintenance
costs, the parks including major city level parks, colony
parks, theme parks, traffic islands and central medians
including the newly proposed for development are classified
into different categories as detailed below. The categorization
is based on the cost estimates.

The parks with finalized designs and cost estimates are
classified as per the above categories. The categorized
list of parks with cost estimates are provided below and
are updated continuously. The Parks that are already allotted
to sponsors would be removed from the web page and the only
the one that are open for allocation will be displayed.
The interested sponsors can apply on line for the selected
parks.

| Guidelines
for selection of sponsors |
The response from the corporates, software institutions,
businessmen, hospitals, schools, etc. shall be based on
the above categorisation.
- Applications from the sponsors shall specify one park
from the above list of categorized parks.
- Each Park shall have a separate application.
- Applications shall also clearly mention the minimum
number of parks that they would like to sponsor.
- To the extent possible, one sponsor shall be allocated
complete unit of development – Park, Central Median,
Traffic Island, Avenue Plantation, etc.
- In case of more than one application is received for
a particular park, allocation shall be made through auctioning.
- All the left out (if any) parks, central medians, traffic
islands and avenue plantations shall be allocated to all
the applicants who are not allotted any of the parks.
This would be done in negotiation with the interested
corporates and on a first cum first basis.
- In case of any one park could not be taken up by any
one sponsor, the funding for such parks shall be accepted
from two or more sponsors, allotting the park partly through
auctioning. The division of the Park into parts is based
on the landscape design and the corresponding costings.

| Implementation
mechanism |
| An exclusive cell is formulated
for the day-to-day implementation of activities under ‘Fund
Your Park’ programme. The cell is headed by ‘Public
Relations Officer (PRO)’ directly reporting to the Additional
Commissioner, advertisements and liaison closely with urban
forestry and horticulture departments of GHMC for day-to-day
maintenance of parks. The following staff is supporting the
cell’s activities.
• Landscape designers/ architects for supervision
of parks development and maintenance
• One Database management specialist to handle the
sponsors details under this programme
• One Accountant to manage the finances
• One Computer operator
• One attendant
The activities and the files related to allotment of parks
to the sponsors, renewal of the allotments, collection of
annual maintenance costs, etc. are managed by the ‘Fund
Your Park’ cell. The cell transfers the funds to the
urban forestry and horticulture departments for the development
and maintenance of allotted parks. The landscape architects
ensure the quality of the development and the maintenance
of parks. The database manager with the support of accountant
and the computer operator manages the fund transfer, allotments
and other activities under the programme. The maintenance
of the parks are done by the horticulture and urban forestry
departments of GHMC.

| Terms and
Conditions |
• GHMC shall design, develop
and maintain the city level parks, colony parks, theme parks
central medians, traffic islands, theme parks and avenue plantations.
• The funds for the development and maintenance shall
be provided by the selected sponsors for specific allotted
parks. • The prospective sponsors shall pay an ‘application
fee’ of Rupees 10,000 per Park and submit along with
the application. • The application fee shall be
paid through demand draft drawn in favour of Commissioner,
GHMC. • All the sponsors who have their own paraphernalia
and have capacities to undertake the development of the allotted
parks shall be considered for the development of the parks.
For the maintenance of the parks, the sponsors shall continue
to use the services of the existing contractual arrangements
established by GHMC. • The parks allotted to all
other sponsors shall be developed and maintained by GHMC as
per the finalized landscape designs. • All the applications
for sponsorship with the required fee shall be considered
for allotment of the Park through auctioning. •
The application fee of the allottees shall be adjusted towards
the total sponsoring amount. • The application fee
of the unsuccessful parties will be refunded after final negotiations
for allotment of any other left out park or part of a park.
• The application to participate in auctioning for the
allotment of the specified park will be considered to participate
in auctioning for that park only. • GHMC deserves
all rights to modify, cancel, or take any such other decision
on the above
